Unanimous Agreement Among The States Is Needed To Make Changes
However, it is also not to be taken into account: (1) a conference report; or (2) an application for an order of an amendment by the Senate that was the subject of a notice of disagreement by a conference committee, until the third day of the calendar (except Saturdays, Sundays and statutory public holidays, unless the House of Representatives meets these days), after the report and the accompanying statement to the House of Representatives and made available to members in the minutes of Congress. However, these provisions do not apply during the last six days of the meeting. Nor is it a matter of considering a conference report or a request to reflect a Senate amendment that is not subject to differences of opinion, unless Members have copies of the report and the accompanying statement, as well as the text of the amendment, at least two hours before their consideration. The Northwest Settlement of 1787 took note of the agreement of the States of Origin to renounce the land claim of the northwest, organized the northwest territory and laid the groundwork for the eventual creation of new states. Although this was not done among the items, the country north of the Ohio River and west of the (today) western border of Pennsylvania, which was ceded by Massachusetts, Connecticut, New York, Pennsylvania and Virginia, was eventually ceded to the states: Ohio, Indiana, Illinois, Michigan and Wisconsin and part of Minnesota east of the Mississippi River. The Northwest Settlement of 1787 also made great strides in the abolition of slavery. The new states that were admitted to the Union on this territory would never be slave states. 4. Congress needed 9 out of 13 states to pass legislation. It has been very difficult to pass laws that would affect all 13 states. The Continental Congress printed paper money that was amputated so that it was no longer a currency, which created the term “no continental value.” Congress could not levy taxes and only claim the states. Less than one and a half million dollars entered the public treasury between 1781 and 1784, while in 1783 the governors had been solicited for $2 million.  Measures notified by the Standing Committees of the Senate can only be considered if the report of that committee is made available to members of the Senate for at least two days (except Sundays and public holidays) before the measure is considered in the Senate.
